The quantum workforce pipeline does not start in graduate school

We keep trying to recruit our way out of a quantum talent shortage at the PhD level. The demand signal is for technicians, systems engineers, and program managers who understand what a squeezed state buys them operationally. That is a community college and mid-career problem, and almost nobody is funding it.
